In 2007, the People's Committee of Thanh Hoa province issued a decision to sanction administrative violations against Nguyen Mau Chien on capturing 10 individuals. Thanh Hoa did not issue biodiversity conservation facility certificates to Nguyen Mau Chien's facility to continue “tiger conservation”, because its operation during the past 10 years did not have any Contribute to the conservation of this endangered wildlife species. Secondly, tiger breeding activities at Nguyen Mau Chien's premises are suspected as cover for illegal wildlife trade.

ENV has known that the number of tigers at this facility over the years has not increased even though the tigers are paired. During the continuous monitoring and updating of changes in the tiger captive facility of the subject, ENV found that the tigers had a difference when compared to images recorded in previous years. This shows that Nguyen Mau Chien's tiger farm not only has no conservation significance as its purpose, but is likely to be a "cover" for illegal trade and transportation of tigers and wildlife. other.

This suspicion was even more grounded when on March 20, 2018, the People's Court of Ha Dong District sentenced Nguyen Mau Chien and his accomplices to transport banned goods and stockpile banned goods as prescribed in Article 155 of the Code. Penalty 1999 (amended 2009). Accordingly, the Court sentenced Nguyen Mau Chien - the suspect of leading the illegal trade of rhino horn, ivory and other wildlife products from Africa to Vietnam - 13 months in prison. The subject's wife, Le Thi Hong (currently managing the tiger captive facility management), is also subject to a six-month prison sentence (suspended sentence) and a 12-month probationary period. According to the court declaration (and recorded in the judgment), two tigers kept at Chien - Hong house (Ha Dong district) originated from Chien's farm in Thanh Hoa. These subjects did not report when the tiger died and were illegally transported to Hanoi before being kept at home. Therefore, the continuation of subjects who have been convicted of illegal tiger possession to be "kept for conservation" as at present will raise deep concern in Vietnamese and international public opinion on the trade.
